If it was LMO application it would be a factor but for PR application I don't think it will affect the decision of the officer. But, you never know. It's all up to the Visa Officer's judgement. Good luck with your application.

I just checked my ECAS. They added a new section about the PR Card. Probably they will update your ECAS soon. But I don't know how long it will take to receive the card after they start processing it.

Nope. No fee for the PR card. Whoever said that it's bullshit my friend. You don't need to do anything but wait for your card. You can call CIC call center at the end of January to get an update about your card. Currently processing time is about a month.
