    I thought of this and I don't care about the refund but what stopped me was not knowing how long it would take to actually withdraw the application, considering all processing delays. What if it takes months these days to withdraw an application?

    Biometrics request is a prerequisite for a background check. You submit biometrics, then the background check occurs and only after that you get a decision, which is either to grant a visa or to refuse one.

    Nah, she/he just messed up my wife's PCC, saying that both US and Philippine PCCs are in the file. The problem is that my wife has never been in Philippines and we submitted a Russian and a US PCCs. I don't think it's a big deal but they screwed up by doing just that little of a job :)
