    Whether mandamus is a good option is incredibly dependent on your actual file so a lawyer would not be advice a group as a whole.

    Given rejection rates these days I would be very reluctant to start school until you have a study permit. You also risk losing a lot of money if denied and already studying. Given the choice of school there are higher chances of rejection compared to a program at a public university.
