I don't understand what you mean by that. If you want PR, it will be quite a bit more difficult to qualify and be selected if you only have a diploma and no degree. But getting PR may not matter to you. It's ultimately your choice what you do.
You can only submit the spousal sponsorship application now. Not the OWP. You will be able to submit the OWP once you have AOR for the spousal sponsorship application. Focus on getting the spousal sponsorship application in.
