    Any international student's primary intent must be studying while on their study permit, and the immigration officer must be convinced they will leave Canada when their permit ends. Applying for PR is a secondary intent you can have, but it must be secondary.

    I think they're referring to the COPR, you can do everything with it. You really only need your PR card to travel. It just depends on some provinces though, where they can be a bit stricter and ask for the PR card for certain things.
