Were you able to successfully process your application with non photo health card?

I had one from 2021 and it got renewed last year as well until 2024. On both instances, they did not provide one with a photo. checked with my friends, even they don’t have photo on it.

Yeah but for online application it strictly says they need photos on both IDs. She doesn’t have DL. so little concerned

One last question, for photo IDs, she has a passport/PR as first piece of identification, second ID would be Health Card but Quebec RAMQ don't have photo on health cards. Will it be ok? or I can submit Passport, PR and health card as IDs but I am afraid second piece Id doesn't have photo on it...

I went to BLS today and they contacted someone to confirm and they said it is ok and it is manageable and told to not make it worse. so I guess all good now
