How did you call CIC? I tried many times but I cannot talk to a representative. Any tricks?

I am August 30 applicant, I have the same status since July 7 and 8 that I got SA, AIP and DM. My ECAS says decision made but my CIC is still on a background check.

No just ECAS says Decision Made, my CIC says we are processing your background check, this is while I have AIP and SA received.

The only letter I have received in CIC is eligibility passed and my ECAS sais Decision Made. My CIC says the application is still in progress.
