For me, it appeared they acknowledged as soon as they received it, in about a week, which was also the time XpressPost took to deliver it. The wait from after their acknowledgment to status closed was almost a month.

No. My kid (below 14 years old) applied under subsection 5(1), so there is no test or oath required. And according to what I read up, this type of application would be processed entirely in CPC Sydney only.

I think they'll keep doing online applications first for a while before switching to paper ones. For November, they've done paper first and then online
