    Mine is the same as yours. It says passed but only a case processing agent has reviewed it. I read that most likely the officer will go with the agent's review, but they can make their own decision too. Until a officer reviews the eligibility you cannot be 100% sure.

    I have ordered notes from CBSA two times and haven't received any ghost updates. I am yet to receive my second set of notes but didn't get any ghost update first time around either.

    It's up to you. If you think your case is simple, you could wait for the letter. If there any complications, it's better to apply for the notes now so that you have more information to send back the reply. If your eligibility is conclusively passed, I wouldn't worry much about the letter.

    Your eligibilty is recommended pass. For the eligibilty to be conclusively passed, it needs be reviewed by an officer. From what I have noticed, most FSW people have recommended pass as eligibilty as they are not reviewing outside canada candidates and the eligibilty is stuck at this stage for...
