hello,
does the WES only verify the highest degree? i came across a post from 2018 on this site, it says that WES only verifies the highest degree. To my knowledge that is not true WES verifies all kinds of foreign degrees, when you have a bachelor's and masters from a foreign institution they verify both of them, not only the master's am i wrong?

You are right. But why would you want to spend more money to verify Bachelor Degree same time you have Masters Degree? Highest credential gives you more points from EE point of view. But yes you can verify both if you want.

They will assess all the degrees/certificates you requested but you do not need to take an assessment for your Bachelor's degree if you already hold a Master's degree, which would not high up your score.

So If I obtain my master's degree in Canada, getting my bachelor's verified by WES is enough right?

You wont need to verify if you have Masters degree from Canadian DLI. Requirement for ECA is waived for locally obtained degrees
okay but on CRS there is an option named two or more diplomas, degrees, or certificates

and the other one is named master's degree or professional degree

which one should i choose in this situation? if i choose the first one i need to send my degree to WES right?

Masters degree. It will give you more points than the two diplomas, certificate or degree.

For foreign qualifications, you'll need WES evaluation no matter whichever one you choose. If this is strictly for EE profile/CRS points, then you should evaluate your highest degree that matches the NOC you are selecting. If you have a Master's degree, then in normal cases you would only evaluate that.

There are certain instances where it is beneficial to evaluate both. If for example you have a Bachelors in Computer Science/Engineering and an MBA, and you are selecting a NOC for Computer Science/Engineering (e.g. 2173 or 2174), it's best you evaluate both Degrees as your Bachelors is what qualifies for the NOC but your MBA allows you to claim higher CRS points.

Your questions are all over the place. What is your current degree(s)? Your selection will be based on what you current have, not on what you plan to have in the future.

is it necessary to work at a job closely related to your studies? or do certain NOC-listed jobs give higher points?

For EE Profile, you'll need to select a primary NOC. One of the questions to answer is to specify when was the first time you qualified to practice in the field you've selected. This will usually be when you got your Bachelors or whatever degree that qualified for that NOC.

is 4c) about the education obtained in Canada?

i did not do my bachelors in Canada but the ''degree, diploma or certificate of 3 years or longer OR masters of at least 1 academic year'' gives more points, so can i choose the option even if i do a Post Grad diploma in Canada?
