That seems implausible.
1. Why would they prioritize those? Citizenship does not give you any advantages over PR except you cannot vote, be elected, and work on jobs with top secret clearance.
2. How would they even do this? Would they read through all paper applications to find people who work in essential services on a year old applications? What if they do not work there anymore? What if they did not work in essential services when applied but work now?
3. There would be some sort of communication from the CIC regarding that
Of course they read everything. They return documents for missing check box, so they look at every small detail.
I don't know how they keep track of people's workplace. Maybe they keep track in the system or something.
It is possible that people even die during the process, however sadly it sounds, not only change jobs. But did you know they freeze data in application when they receive? Example: you are 35 y.o and you get max points for age for immigration. Even if process takes many years and you get old, you are still considered 35 and get max points.

And lastly there is a communication from CIC, although not explicitly for citizenship.

hi. I am Feb 2020 applicant. I just got request for fingerprints today. but my problem is, i am out of canada right now with my parents living in india due to covid restrictions. So is it possible, I can give fingerprints in India anywhere. Please advise if anyone can or in someone in the same boat.

It says you can go to a local police service in Canada or you can go to RCMP. And the last one it says Accredited private Fingerprint Agencies. So I don’t know whether these agencies are in India also, so that I can go there & give fingerprints.

Consult this page, it has an email and you can send them an inquiry https://www.rcmp-grc.gc.ca/en/where-do-get-a-criminal-record-check. Also,
A quick google search "rcmp accredited fingerprinting company india" turns many results. Good luck

Full one year with no test invite .. wow
Let me share the story from March 2018
Application Sent March 2018 (before Covid)
Test Invite (Real Test not Online): April 2019 (before Covid)
And Oath Ceremony: Dec 2020 (Online) - (During Covid)
Almost 3 Years
So with Pandemic situation we cannot expect to be invited very soon
We have to wait at least for 4-5 Months
Slowest system ever.

Almost like the world is going through an unprecedented global pandemic.

Still, I do agree that CIC could have moved faster, but citizenship applications will always be deprioritized in comparison to visas and PR which are more critical and affect someone's ability to enter, live and work in Canada
