Assessment for Student Visa and Visitor Visa is different. Hard to comment as you never mentioned much on your profile/background. I'll just give common advice that I see in this forum.

1.) Make sure you declare the 2 times you were refused a visa when you apply for the visitor visa. This is important as IRCC refuses visa when the applicant is not truthful.

2.) The key to get the visitor visa are the following:
a) Having a valid purpose. Why you need to go to Canada?
b) Having strong ties to your home country such as a job, family, assets and properties. These ties are the main reason why you need to go back and not illegally stay in Canada.
* Sometimes not working in one's home country is a disadvantage as your ties will be in questioned. Example most Indians and Pakistanis who are working/living and applied for a TRV in U.A.E gets rejected. But for some it is okay as long as you can prove that you need to go back to your current country of residence. In my case, I applied from Singapore. I was on work permit when I applied and got granted a visa twice (initial granted visa was single entry then on the next time I tried I was issued a multiple entry visa).
c) Having financial capability/means to travel. Liquid assets or money. Means your planned trip will not burn all your money in the bank.
