RAMQ for spouse with open work permit?

Hi,

I work in Montreal as skilled worker and I'm eligible for RAMQ and my companies group insurance plan.
My wife moved with me now and she got an open work permit (using my work permit) but she is not working yet (and it may take some time until she starts working here).

Will she be eligible for RAMQ and if yes:

1. Does she go to RAMQ applying for her own insurance card?
2. I need to go there changing my RAMQ?
3. We both need to go there?

If not, what are the best options?

She is eligible for RAMQ even if she is working or not.
I am not sure if she can go alone and get the card. Its better you both visit the office with your original work permits and passports to prevent any back & forth. Because its a govt. thing you never know
