Your lawyer is right. Since you do not have a CSQ yet, you should get a CAQ and LMIA thru your employer. Your LMIA need not be approved by 15 March 2020, you can continue working on implied status (because you applied for LMIA before your current work permit expires) till your LMIA is approved. Once LMIA is approved, you can apply for a new closed work permit & TRV visa. Only closed work permits are allowed in Quebec if you go thru an employer LMIA.

There is also a fast work permit category called Global Talent Stream, check if your employer is willing to do that.

Open work permits are for those who graduated from a Quebec institution and also for spouse/common law of a closed work permit holder.
Even if you get an invitation in Express Entry and get an AOR from Express Entry, I doubt you can apply for Bridging open work permit because technically you cannot apply Express Entry from Quebec and the officer might reject your Bridging open work permit application. The safe way is to apply for an LMIA like your lawyer said.
