I've currently working as an IT Fulltime permanent position. Thanks for your advice.
Look for which NOC your job description comes under.
Consult with your company if they meet the requirements.
If it's contract basis (working through a recruitment company, then look for employer requirements as your client is not liable for filling out Employer form).
You don't need ECA to submit.
You don't need IELTS if your job falls under NOC 0, A or B, like @chivinas said.

For EE profile, you need IELTS and ECA as a mandatory requirement. Because provincial streams that come under EE follow IRCC regulations (whatever the requirements mentioned by IRCC for EE profile to be eligible, you need to fulfill all of them). If not (there's a big IF), you can still create profile but will be deemed ineligible and sometimes you'll be banned for 5 years (I suppose) for applying any immigration program.

If you still want to apply under Human Capital priority stream, look for which NOC jobs they pick frequently. If you don't fall under them, then I would suggest to stay away from that and apply through Foreign Worker stream.

To be clear
ECA and IELTS are required for EE profile.
Job should be under frequent NOC codes picked by OINP
Need to fullfill all the requirements for EE profile outlined by IRCC (OINP requirements are also included(required) to fill EE rprofile and be in the pool) to be considered.

Thank you very much. I have an ECA (3 years diploma) and IELTS. Hi All,

I am new to this thread. I am currently in India working as a software Engineer. Recently, I have been offered a valid job offer from one of the reputed companies from Ontario. With this I wanted to apply for "OINP Employer Job Offer Foreign Worker" stream and currently this stream is closed. Is there any alternative to this stream? or Any idea/clue when this stream will reopen in 2020? I know this current thread is a discussion forum for those who have already applied for this stream but thinking some experts can guide/help me here.

It's equivalent in Canadian Education System (3 years diploma). I appreciate your advise and will keep a note for it.

This stream is no Express Entry, you don't need ECA nor IELTS (if your NOC is 0, A or B).
You need 2 years of work experience in the same NOC (you can combine your work here with your work in your home country).
Chivinas i have some friends back home who want to apply , one guy is working in FM station as Music Administrator and other guys as an administrator in private organisation , i dont know if he can find NOC for his job , do you know?
