Eligible for EI?

Hi,
I am in very confused situation. I cannot know for sure whether i am eligible for Employment Insurance (EI) (i walk through the Service Canada website but cannot get an suitable answer).
I moved to Canada two years ago with closed work permit. My contract has just ended one week ago and i am in implied status (I had applied to extend my stay in Canada as a visitor). So i wonder am i eligible for EI?

Since my long-term is to apply PR, however my CEC score is quite low, so i have to wail until the ending of my contract to accumulate 2 years of Canada experience to increase my score to have higher chance to get ITA. But now my score is 443, so i need to wait several draws. Now i stay in Canada as a visitor. So this seems a trouble to get EI even though i pay EI insurance during my working time.
So is there anyone in the same situation? Can you give me some advices?

No - you are not eligible for EI. You must be holding a valid work permit to be eligible for EI.

One of the cornerstone rules to claim EI is that you have to be willing and ABLE to work while receiving benefits under the program. You are supposed to be looking for employment while receiving benefits.Receiving EI is not a paid vacation. If you do not have a valid work permit then you are not ABLE to look for work while you are unemployed. Being under implied status just allows you to STAY in the country, it does not allow you to WORK in the country, since your work authorization has expired
Most people working never use any of the benefits allowed under the EI scheme for their entire working life. Example, I have contributed for years, and will never claim maternity/paternity benefits, but that does not mean I get an exclusion from contributing. My EI contributions will just go into the EI fund to support others. That is just the way the system works

But this definition is quite general, and usually is interpreted that the applicant must have a work permit (any kind). Even the EI officer requires applicants to hold work permit. But i'm hoping that i can do against this (not much but i am trying). As i know, if i still apply for a job and some companies are really interested in me, they will provide LMIA and any required documents such that i can apply work permit and then start to work after that. I know that who holds work permit have higher chance to get a job since companies do not need to waste their time in sponsor visa. But i think this still match with the condition to get EI that i'm available to work (don't refuse to get job, don't have any disability to get job, ...). So if any one has similar cases as me, it's great to share to me. Thanks

At the time of RECEIVING benefits you MUST be able to legally apply for jobs. You cannot do anything to change the law. When people receive benefits you are required to attest that you are willing and able looking for work. The employer does not provide the LMIA, they go thru the application steps but ESDC provides the LMIA after quite a long process to ensure no citizens and or PR are able to perform this work. They get the first crack at the job. Then you apply for the work permit with the LMIA. As well when you apply for EI, you do it online, which matches with the information on your ROE. On your ROE the reason for no longer working probably states "Contract finished", however your SIN which would begin with a nine, is linked to your work permit, it expired, so your legal right to work has expired as well. If something does not match up, that file then gets sent for adjudication You can apply for positions all you like, but unless you hold the authorizations, your applications will not work for either getting a job, or getting EI

Again, you don’t qualify for EI. It’s a black and white answer. You must be eligible to work to qualify. You are not eligible to work as a visitor in Canada. You’re on a wild goose chase with no chance of success.
