A word of advice, I wouldn't trust blindly what the people at CIC says over the phone. I've seen some of them spread a fair share of misinformation.

(b) a diplôme d’études professionnelles (DEP) or an attestation de spécialisation professionnelle (ASP) earned through a program of study of at least 900 hours from a private secondary or post-secondary institution in Quebec; or
(c) a Bachelor’s, Master’s or doctoral degree from a Canadian private post-secondary institution, if a provincial statute authorizes that institution to confer that credential.​


Your diploma is not a bachelor's, master's or doctoral degree and your private post-secondary institution likely does not follow the same rules and regulations as public ones (I'm still to find a institution that does).

So when the officer says that your degree is not eligible, this is what he means.
Ohh thank you for the info. Understand if i cant claim for canadian edu points. But then i cant even claim for points of 2 or more degree? I have that diploma and a bachelor degree..

This is what I don't know. I ASSUME it's okay to claim those points, as the system assigns points even if you answer "NO" to the question that asks if the school follows the same rules.

Also, this specific requirement and the work "Eligible" are only present on the part that talks about the extra Canadian education points.

That's how I sent my own application. But I'm guessing I will only know the answer to that in 5+ months :/

Yes that what i thought too, even if i dont wanna claim canadian edu points, the system still give me cos my diploma is from canada.. what can i say? .. anw good luck to yours!

When you declare your canadian education you are asked if the institution is:

- a private post-secondary institution that operates under the same rules and regulations as public institutions, or
- a private secondary or post-secondary institution (in Quebec) offering qualifying programs of 900 hours or longer leading to a diplôme d’études professionnelles (DEP) or an attestation de spécialisation professionnelle (ASP), or
- a Canadian private institution authorized by provincial statute to confer degrees but only if you are enrolled in one of the programs of study leading to a degree as authorized by the province and not in all programs of study offered by the private institution.

You should answer "NO".
If you answer NO you will NOT gain the extra Canadian education points.

Hey, just a quick update -

I had my application rejected due to my private college education. I had NOT claimed the extra points for canadian education, but got deducted the points for two degrees or more.

I still think this might have been a mistake from the officer's part, but I to save time and effort I will just reapply without the canadian diploma.

470. Was hoping for a CRS drop this draw, but no luck.

Praying it goes down before April when I will lose points...
I've sent CIC a webform asking for clarifications, but really not keeping much hope

Yes, i also requested CIC to reconsider my case but they replied and refused to reopen. They advise me to reapply. This time i only claimed for Two or more degree points, but not canada education point.. since i guess my diploma was from a canadian private college, so it was not counted for canada education points.

However, on CIC website, they said if u have a diploma from a private college, it will be counted for education points but not canada education points.

If your case is the same, u can request them to reconsider.

I sent them a message asking for clarification as the system gave me the points when I answered to everything truthfully.

I asked some immigration consultants, they also said i can claimed for education points but not canada education points.
My sugesstion is u can submit new profile in the pool, and wait for the new invitation . Meanwhile, wait for their response. It takes athem 2 months to reply. So if u get new invitation before they reply, then just submit a new application.

Wish they would go through the trouble of clarifying at least a few of the questions I asked, but we all know that deep inside we are really numbers on a screen to them and if you're not going to challenge them in court, they do not really care.

Tbh, i dont know how they work..

I got the auto-reply email 2 weeks after i sent my request too. Then after 1.5 months, they sent me a letter saying that the refusal decision remained the same after considering my request and additional docs.
So i paid to take CELPIP again to apply a new one.
Then 10days later, they sent me another email, asking me to repay RPRF , which they refunded me before, and reopened my case..

Well I guess Im lucky so I wouldnt question anything else. But srsly, i cant understand how they actually process stuff...
anw I wasted $300 for the english test

You can't, that is why they deducted the points for both, basically that diploma in that particular college cannot be use for claiming points under CEC which means that is not a recognized degree, for CEC at least.

Then I got PNP invite from Ontario on 15 Jan 2020 (This HCP Tech draw was for specific NOC codes and CRS cutoff > 460).

Ontario PNP nominated me on 26 February under HCP ‘FEDRAL SKILLED WORKER CATEGORY’ and I got 600 points (my new score became 1034) which resulted EE ITA on 4 March(CRS draw cutoff was 471).



I am in process of submitting my eAPR and came across lot of threads where DIRECT EE PR applications were refused (I observed all of PR refusals due to private college were for CANADIAN EXPERIENCE CLASS) because when officer reduced points for education from a Private College, CRS fell below draw cutoff.



My question is :

  1. Would visa officer (VO) be reducing points for my private college education from 1034?

  2. Would VO have access to Ontario draws filter condition information and be reducing points from my original score of 464 to see if I qualify for Ontario draw at first place. I clearly would fall short of Ontario draw cutoff and would be refused PR, if checked at that angle.
  3. Do we have separate guidelines for education points from private college for CEC and FSW category?
Please advise.

Darn good question. I believe IRCC assumes the Province has done its due diligence and the points for the nomination will stand, but to be honest, I
don´t know, I haven´t seen this before. You can wait and see what others post here, but it might be worth getting a consultation with a lawyer/certified consultant.
