I am landing in Canada soon. Our country is having a financial crisis which I (Thank God) anticipated 3 months ago and I withdrew the full amount of POF in cash. The banks are currently refusing to cash out more than $250 per week and forbidding any transfers overseas. Do I need to take all this money with me as POF when I do my soft landing؟ If not, will the old POF letter from 6 months work if I am asked for it? Am I even allowed to take more than 20K in cash into Canada?

Thats very unfortuante and I hope that your country's situation gets resolved soon.
You could try requesting another statement if you can but if you cant then yes, you could carry as much cash as you want as long as its going to be declared in the customs declaration card that will be handed to you on the plane on the way to Canada.

Nothing to worry about, convert all the cash into CAD if you haven't already and keep all the receipts as proof of conversion. You will be given declaration form in the plane, just fill whatever amount you have in there. You can carry as much as you like as long as long as it's declared. You have to declare money in the case of carrying cash in hand which is more than 10k canadian dollars which is probably the case for you as even for one person the POF is to be more than 12k. As for the banks statements etc. You can just carry the old ones no need to update. Speaking from my own experience they didn't even check my bank statements or any other immigration docs of the sort and same was applied to many other immigrants who were doing their landing at that time. The whole process took hardly 15 mins, all officers were super nice and friendly. All the best.

Yes you can have them in USD as the officers when they ask you they will ask about the currency of the amount you are carrrying.
Well you have to take it as a safeguard, not necessarily the cash but recent bank statements showing the pof in your home country bank account will be enough. I was asked the question of how much cash are you carrying with you but not about the pof proof, but that doesnt mean that officers will not ask for it as it has happened before and pof proof was asked from some landing PRs

As artificial.nocturne has pointed out, i too wasnt asked for the bank statements, just for the amount of cash that i am carrying on me "as a form of declaration". But as i have mentioned before, while it does happen with a lot of newly landed immigrants and the officers dont ask about the bank statements but it sometimes happens and they do, so better be prepared. Get all your documents with you just in case.
