Hello,

This year I applied for Permanent Residence under CEC.

Last week my PR application was refused. Quoting my refusal letter:

The submitted information with your application for permanent residence did not demonstrate that,
for this declared period of skilled work experience, you performed the duties set out in the lead
statement of the occupational description in the NOC for the full duration of the declared period of
employment. This includes all the essential duties and most of the main duties listed, per Ministerial
Instructions 15(4)(b).
I submitted an offer letter and two paystubs as proof of my job experience, but now I realize I missed adding a letter from my previous employer (I have since switched jobs) stating that I worked there for the time I claimed.

What should I do know? Should I reapply? Or is there some way of re-opening my file with the missing documents?

Thanks a lot

You need a reference letter from your employer detailing your jobs and duties and they should match the Jobs and duties of the NOC... Your offer letter and paystubs are irrelevant.

You have to wait for a new ITA and re-apply. They wont re-open your case if the error is from your end.

Since the error was yours, you cannot request reconsideration, you can only correct the error and re-apply. Good luck!

For each position held at the company, your letter of reference must include
- dates of employment
- job title
- hours worked per week
- remuneration (salary, wage, or commission)
- JOB DUTIES AND RESPONSIBILITIES

If the letter does not contain the job duties and responsibilities, you will be refused again...

Hi, I asked the HR to write a letter like that but they cannot include job duties and responsibilities. Is it possible to have my supervisor/phd advisor to write another letter about my job duties and responsibilities?

yes you can. I submitted a letter from my phd supervisor and it worked. You don’t need the HR letter.

Per the information at the link provided above ...

"a reference or experience letter from the employer, which
  • should be an official document printed on company letterhead (must include the applicant’s name, the company’s contact information [address, telephone number and email address], and the name, title and signature of the immediate supervisor or personnel officer at the company),"
