I didn't say they would have to pay twice, I said if taxes had been deducted (as OP implied a 2018 T4 would be forthcoming) and then the income is filed as self employed, they would be paid twice. Yes, they'd be refunded eventually.

But if you're okay with encouraging the OP to knowingly file a false return, away they go.

If there were truly no taxes deducted, and as such, no T4, then it doesn't matter. But if they know a T4 can and will be issued, then I don't know if I'd willingly file an incorrect return.

They would be filing a return to the best of their knowledge and declaring income vs. not filing and not declaring income. CRA is not going to consider it a "false return" or take issue with them amending the return later.
