PR Card Address Update issue

Hi Everyone,
I finished my landing during the weekend. It was pretty smooth apart from the address part. I gave my current Toronto address to the immigration officer. He said that he updated it but to make sure by either visiting online or calling the pr card call center.

With the online option, It keeps saying the application can't be found for me or my wife. I have checked using multiple forms of identification. (UCI/COPR number etc). It works for neither of us. It keeps saying Record could not be found. I have triple checked the info and tried on two separate days. No dice.

So I tried calling, the call system did not even put me in a queue. I get to address change and then to talk to an agent. It just says, there is a high volume of calls and can't connect at this time after which it ends the call. I
used the sequence 1-2-0 after calling 1-888-242-2100. I have called 5 times over the last hour. I will try calling tomorrow morning again.

I have read on some other thread that people think that this issue is due to the place of birth vs country of birth.
On the copr, it says the city,state. But the dropdown has only options for country. Most of those folks got their address updated by calling. But even that option is not working for me.

Anybody else face this issue? Did you resolve it?

The cse webform is the online version (not working) I was talking about. I did get it sorted though.
Had to call in the morning and after a 15 min wait I got through.
