Family class or Spouse or Common-Law Partner in Canada Class

I am going to apply for my spouse for permanent residence. While he is now living with me in Canada (using visitor status), he will leave in Jan 2020 due to expiry of visa. So should I apply under the "Family Class" or "Spouse or Common-Law Partner in Canada Class"?

Sorry, I don't get it. Does it mean "Family Class"? The reason I asked is because for the "Spouse or Common-Law Partner in Canada Class", it said my spouse has to stay in Canada throughout the application period. However, as the process could take 1 year's time and my husband could not stay in Canada for 1 year with his current passport. So he will definitely leave Canada within the 1 year's period.

It'll be Family class Outland sponsorship, he will be able to continue the application from outside of Canada

Owps are only available to Inland applications. If you are going ahead with an inland application, yes he would have to pay for the holder fee.

He can only apply for the Open Work Permit as part of the "in Canada" class. He would then have implied status waiting on the OWP decision and would not need to leave Canada.

He would be required to pay $255 for the work permit fees.

1. A permit is mailed out.

2. You are not advised to leave Canada during inland apps, as there is always the risk of being refused re-entry.

3. Yes. You cannot work at all in Canada as a visitor.

I understand that if my sponsorship under family plan is approved, I can relocate my physical assets from homeland to Canada without import tax. Is it same for OWP case?
