Letter of Explanation for Work Permit Refusal (PR, CEC)

Hi there. I have received an invitation to apply (CRS of 459) and am currently in the process of filling out all the forms and uploading all my supporting documents for a PR application (Canadian Experience Class).

I will be answering 'yes' to the question: 'have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?' as last year I was working on Implied Status while I awaited decision on a work permit with a new employer.

I need to include a letter of explanation / additional details explaining this, but I'm not sure what to say. I was also informed my temporary resident status expired in the middle of the month and then left the country about 7 days later.

The employment I received under Implied Status helped to contribute towards the minimum requirements for CEC class (1 year skilled work inside Canada).

I'd appreciate any pointers people have on what to cover in my letter of explanation.

So, just to be clear - you were on a TWP which was due to expire. You applied for a new TWP with a different employer BEFORE the old work permit expired. After your first permit expired, you continued to work for the first employer on implied status. But then the work permit was refused. Is this all correct?
