One of my friend's mother passed away a few months ago and his father married another woman and is now not paying his tuition fees and personal expenses. He is unable to study further. Can he apply for refugee? and will it help in anyway to him?

This is not a reason to apply for asylum. You need to show that you are being persecuted and your life is at risk in your home country. You can’t study without a study permit while claiming asylum and would still pay international fees.

It is not the Canadian government's responsibility to support foreign students who can't pay their tuition and it is certainly not a reason to file a fake asylum claim. He should return to his country.

As others have said, this is not grounds for a refugee claim.

He can look into obtaining a destitute student work permit - although I don't know if his situation qualifies for one. See details in the link below.
