I assume you are attempting to claim asylum. There are not a lot of routes that would actually make sense that would transit through Canada. Unfortunately assume that CIC will also see this as an asylum route.

So if you want to apply for a transit visa to where are you transiting through Canada. If the US for example you would need a US visa as well as a Canada transit visa.

Where are you flying from Uganda that you need to transit through Canada? There are very few places that would require transit through Canada. Your situations screams attempting to claim asylum.

It would not make sense to transit through Canada for either of these countries. Ecuador is not even somewhat close to Canada. Route to Jamaica would be through Europe and Ecuador would likely be from South Africa to Brazil and then to Ecuador. It is very clear that you are attempting to claim asylum.

Add to above the fact that in the transit visa application the applicant has to share their travel itinerary which will raise a few red flags given your start point on why you are planning to go to Jamaica or Ecuador so your reasons will need to be pretty convincing.

Not impossible but in your situation highly unlikely in your situation. It was clear to me right away that you were trying to claim asylum. It will be very clear to immigration professionals, airlines, etc.
