Spouse Open Work Permit OR Visitor Visa

Hi

I hold a 3-years post-graduation open work permit. I finish my master's in a Canadian university in May 2018 and been working in Canada since July 2018 under NOC code "0" (permanent job). I got married this year May 2019 and my spouse is in India.

We applied for spouse open work permit but got rejected with below reasons

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 200(1) of the IRPR, based on the purpose of your visit.
• You have not adequately demonstrated that you meet the requirements of a spousal
open work permit pursuant to section 205(c)(ii) of the Regulations.

I have additional documents to show like my employer letter with NOC code, my marriage picture which I did not include the first time

My questions are; should I apply for a spouse open work permit again or a visitor visa? which has a better chance to get approved?

I will really appreciate your response, thank you in advance

Since you've applied for a work permit, applying for a visitor's visa will be reviewed with scrutiny - your purpose of visit is obviously not tourism, it's to get a job and stay in Canada.
