Pre arrival letter and decision made

I have received a Pre arrival letter via email today for my mum who I applied under the Parents and Grandparents early in January this year . We have not yet received any request to do medical or police checks. The application documents was sent to the (home country) Accra, Ghana office to complete. I am a little confused, getting a pre-arrival letter even though medical and police report not done. I did pay for both services in the initial application

For my PGP application (2018) from outside Canada:

On 10 May 2019, Medical Exams were passed.
On 11 May 2019, Pre-Arrival Services letter was received.
On 30 Sep 2019, status changed to "Decision Made"
Today, 8 Oct 2019, we still haven't received any email from the Visa Office about the decision.

This is really annoying. Why doesn't the GCKey account or the CIC account send an automatic email at least advising us of the decision? I hate the wait for knowing the decision when it's actually already made.

I called IRCC 2 days after the "Decision Made", and the representative told me he had no access to the decision because the application was being processed by a visa office outside of Canada. IRCC only has access to in-Canada applications. He did, however, say that usually, if an application is rejected, the email is sent almost immediately and that mine seems like good news! I don't know how accurate this statement is. I really hope it is true.

I got the exact same answer when trying to get more information. Are they not using a centralized computer system? I understand not being able to intervene in the application, but 1000% the person should be able to at least give you the notes stored in the case etc etc. Its such a cop-out..... That's the Canadian government for you though...

Pre arrival in itself is good news;) You are approved unless your background check is so bad that they have no other choice to reject you. Usually if your police certificate is clean, no worries.

i applied my PR 6 months ago. i got my medical 2 weeks ago and today i received pre arrival letter. is it good sign? how long you think i have to wait? still another 12 months? my cic portal says 12 months remaining in application.

There is no time frame, to tell you when you can expect passport request. It varies from visa offices and the officer who is looking at your file. There are cases where applicants got ppr a day after they received pre arrival services letter and few got after a week, some after 2 and some after 4-6 weeks and few after couple of months. I got mine a month ago and still waiting, just fingers crossed. Hopefully things should get faster after prearrival services letter.

GOOD NEWS! After I noticed online on October 1st, 2019 that my application status had changed to "Decision Made", I was becoming really impatient to know what the decision was. I called IRCC's general number in Canada, the agent had no access to the file because it was being processed outside of Canada. He was very nice and really tried to help, but he did say that if the decision is rejection, then the letter is sent out immediately. So, he said no immediate email or no immediate news after the decision made is usually good news. So, that got me even more curious and I decided to email the visa office directly. On 8 October, they answered my email and said:

"Dear Applicant,

Please note that your application was approved on September 30, 2019. You will receive a passport request letter in a few days.

Yours truly,
"

I will post again when I receive the Passport Request letter.

Again, below is my timeline:

Applied for the PGP application (2018) to sponsor my parents and their 2 dependants (my sisters) from outside Canada:

On 18 May 2018, PGP Application arrived in Mississauga.
On 21 Dec 2018, received a letter that we met the requirements for eligibility to be sponsors and the file had been transferred to the local visa office for further processing.
On 05 April 2019, received request to do medical exams.
On 05 April 2019, Visa Office contacted me by email asking for my parents' (1) police certificate from their country, (2) the new passport of one of the dependents (the first one had expired), and (3) A form to list all the countries they had travelled to in the past 10 years.
On 10 May 2019, Medical Exams were passed.
On 11 May 2019, Pre-Arrival Services letter was received.
On 30 Sep 2019, status changed to "Decision Made"
On 08 Oct 2019, Visa Office answered my email and informed me that application was approved on 30 September and we should receive the passport request letter in a few days.

I wish the same good news to every good future Canadian!

Hi guys,

On 01 October 2019, status changed to "Decision Made" for the sponsored people (my parents and their two dependants)

Today, 10 October 2019, I received a notification in my email that I had a new message in my online GCKey account. I logged in and I saw Passport Request, saying the following:

Dear Applicant,

This refers to your application for permanent residence in Canada. In order to complete the processing of your application, your passport and the documents listed below are required. Please read and carefully follow all the instructions in this letter.

You need to submit all passports and documents in one package, with a copy of this letter, within 30 days. Failure to provide the requested documents within this timeframe may result in the refusal or cancellation of your application. If you are unable to meet the deadline of this letter, please send an email explaining your circumstances to us at (email address of the IRCC local visa office).

VISA VALIDITY:
Subject to a final review of your file and passport, the permanent resident visa you may be issued will expire at the same time as your medical examination or your passport – whichever date comes first. Please ensure that your passport is valid for at least 12 months.

You and all your accompanying dependants must travel to Canada and present your immigration documents at a Canadian Port of Entry before they expire. The validity of the visas cannot be extended.

Documents to submit:

1. Original signed valid passport for yourself and each accompanying dependent:

 Each person, including minor children, must have their own passport with at least two blank pages in each passport.
 Civil passports are the only type of passport into which a permanent resident visa may be inserted. Diplomatic, official, and other special passports are not accepted for this purpose.
 Any passport changes after visas are issued will result in a charge of CAD $30.00 for each visa.
 Passports that are not signed by the holder are not valid for travel.

Please note that the name indicated on your passport will be the name that appears on all of your documents after you become a Permanent Resident of Canada (e.g. driver’s license, social insurance card, health card…etc.)

2. Two (2) recent photographs for yourself and each accompanying dependent:
 The photos must be 50 mm x 70 mm with a white background. Exact photo specifications are provided at the end of this letter and are available here: www.cic.gc.ca/english/information/applications/guides/pdf/5445EB-e.pdf
 The two photos must show a full front view of the person’s head and shoulders, showing their full face centred in the middle of the photograph. Do not smile.
 Write your file number and the name of each person on the back of their photos. Do not use a ball-point pen. Wait until the ink dries before stacking the photos on top of each other.
 The photos must not be damaged or blemished. Do not staple, glue or pin the photos. Instead, they can be paper-clipped or enclosed in a small envelope.

3. Please complete the information requested on the “Updated Information Chart” below.

4. If you need to inform us of a new baby born to a Canadian citizen, you must submit proof that the child is a Canadian citizen. If you have not yet received proof of citizenship, you must immediately inform the Consular Section of the Canadian Embassy in Amman of the birth of the child and the fact that you intend to travel with the child soon.

So, this is the summary of my overall PGP 2018 Sponsorship timeline:

On 18 May 2018, PGP Application arrived in Mississauga.

On 10 Oct 2019, Request Letter was received asking for 2 photographs and the passports of my parents and their dependents.

"Dear Applicant,

We can confirm that the processing of the above mentioned application has started and well progressed. The time frame to complete these internal procedures are difficult to determine as the time necessary to complete the procedures may vary from one case to another depending to the specificities of each application.

Currently, some of our internal procedures which are compulsory for all applicants and non-exemptable, are under process. This can take up to 180 days. If you don’t hear from us within 180 days, you can contact us. Otherwise, as soon as there will be any new development, we will inform yourself and / or the applicant.

Hope this will be of assistance.
"

But I actually got the PPR sooner than 180 days. I received it on 10 October (exactly 5 months after the Pre-Arrival letter).

Hi,

I am the sponsor and I received the pre-arrival letter and all the other notifications at my own email address, which is what I have registered with the GCKey account online. You can update it online at any time.
