To qualify for a work permit, he needs a job offer form an employer in Canada and that employer must have already obtained an approved LMIA. Without these, a work permit is not an option.
Thanks you very much for responding to my query. Ok. So work permit is not an option. For study permit, he is already in Canada. Can he apply from inside Canada. If not, then applying from outside Canada means he will have to go back to Italy and submit papers there?
He cannot submit an application within Canada for the study permit - meaning the application cannot be sent to a visa office in Canada. He can apply while he is in Canada - however he will have to apply to a visa office outside of Canada. He is very short on time to get the study permit approved by mid November. He had better apply immediately. Processing can sometimes take a few months.

Again, he cannot use the within Canada process. He must send his application outside of Canada. If he uses the within Canada process, the study permit is guaranteed to be refused. All application forms and checklists can be found on the IRCC website.

I believe they should have same way for study visa permit as well
He needs to use the same process to apply as he would use if he was outside of Canada. There is no inland version - it is not like spousal sponsorship.
