applying my minor nephew to come visit here in Canada

I am inviting my nephew (13 y/o) to visit here in Canada during their summer break in the Philippines. I just don't know/confuse how to start the application. Since my nephew is a minor, will he be the principal applicant? His mom/parents is not coming with him here in Canada. And who will sign all the documents for him as he is minor?

1. He is the principal applicant.
2. His parents sign the applcation
3. A guardian will have to be appointed for him in Canada as he is underage.
