Hi All,

I have been working in Canada from June 2014, and my WP expires on 30-JUN-2019. I also complete 5 years by then.

I have 420 points without offer letter and 470 if I can provide an offer letter. My employer is not at all ready to give a reference letter, even after asking them multiple times. But I have all the other docs like initial appointment letter, payslips, and T4 forms.

My question is "Can I claim the 50 points for offer letter? Would it be sufficient if I provide all these docs from the current employer, without a support / reference letter that mentions 1 year validity for job?".

The most concerning thing for me is that my WP is going to expire in June 2019. Does this impact the final decision if I provide all the above mentioned things but not a supporting letter that mentions 1 year validity for my job offer.

I think you may be combining two issues.
Employer Experience Confirmation letter - This is required to prove your Canadian work experience and does not add 50 CRS points. IRCC list this as mandatory for PR applications, however, there are many threads detailing employers who will not provide the confirmation letter and suggested ways of substituting other evidence of employment. This letter will not provide 50 extra points but confirms your canadian work experience.
Job Offer Letter - This letter would confirm a job offer of minimum 1 years duration. In many cases this would require the prospective employer to obtain a LMIA. (Some jobs are exempt from LMIA). This is the job offer that potentially would gain an additional 50 points for your CRS score.

No - having a job is not the same thing has having a valid job offer. A job offer letter is for work AFTER you become a PR (for a minimum of one year) - it is for FUTURE employment, not past or present.

The reference letter is to confirm your work experience (past experience). If you cannot even get that from your employer, I doubt you will get a job offer letter as well.

You probably have enough alternative documentation to compensate for not getting the reference letter, but you will also have to write a letter of explanation about why you cannot get a letter of reference from your employer, and attach proof (e.g. an email from your employer refusing to give you a letter of reference).

A job offer is not required, but you won't get the extra points without it. Suggest you look into the PNP program for your province, your score is probably not enough to earn an ITA.

Did you claim 50 points.. If you were successful in getting PR, could you share the list of documents you submitted to claim this point.
