Ok so iam applying under sds and as it states I should deposit one year fee and gic
On my loa it was stated that I should pay 10,213(6,000 administration fees) on 1st day of class and the 4,213 in april 2020,October,2020 and april 2021.
I deposited the first payment and applied
Was I supposed to pay until October 2020 and if so what should i do now?

Oh dude, that was a big mistake. If you applied under Non SDS, then it is fine.
But you are applying under SDS, and for SDS, it is specifically stated that you must show proof of payment of your tuition fees for the First year of studies. So you must pay the entire tuition fees for the 1st year.

You have only payed for the first few months, which is not enough and did not meet the requirement for SDS. You can pay the rest now, then attach the receipt to a Webform and send it to IRCC. Though, this wouldn't guarantee that they will accept it.

I just talked to my consultant
As my 2year program tution fee is 17k something and plus 6,000 administration fee(23k)
For which i paid 10k something which is more than half for 17k
They said sds only states
One year tution fee is mandatory not anything else
So technically i paid for a year if I exclude administration fee
And cic will consider this as one year fee
Will they?

On your school's Offer letter, it should state the tuition fees (or estimated tuition fees) for your first year. Pay the amount stated. On your receipt, there should be a name for the fees that you have paid. Otherwise, the VO will be unable to distinguish between the tuition fees and the administration fees.

paid $275 for the registration to the program and will pay $4,213.7 plus administrative fees of $6,000 for a total of $10,213.7 on his first day of classes. The difference of $12,641.2 will be paid in 3 payments of $4,213.7 which is schedule at a later date.
I checked the fee receipt
Just 10,213 is received is written
Nothing else

Rather confusing, but as long as the fees accounts for the entirety of your first year, it should be alright.
