As his plan is to stay for longer time period so can he carry 2000$ cash+6000$ in forex card along with his updated bank statements??
2) another question is that if he carry 8000$ in total+his updated bank statements..does the amount of his bank statements are also included in 10,000$ limit that one have to declare?
Yes, he can carry as much or as little as he likes.

As @k.h.p. said, bank statements are not included in the $10,000

So,around 9000$(about 3k $ cash+ 6k $ in forex card) + his bank statements would be sufficient for an applicant who wish to stay for longer time period in Canada and going to land for first time as a permanent resident?
I don't know what answer you're looking for. How can anyone tell you how much money is sufficient?

We are telling you the rules around bringing in money, but how much money you choose to carry is entirely up to you and your circumstances. Your relative should do some research about costs in Canada if they really have no idea how much money to bring.

Hi everyone! I am about to land as PR soon. I did wire transfer of money (above $10,000) to my hubby's bank account in canada from my country. Do i need to declare that upon landing or is it just the money that i am carrying on the time of landing that i should declare? Please enlighten me.

Just cash and cash instruments that you have on you. Travellers checks, bonds.. basically anything that you have on you that can be treated like cash.

You don't need to declare funds in a bank account, or your credit cards/debit cards etc.

What insurance covers do I need to take? Is insurance asked as a landing document?

Insurance not required but If you mean travel insurance then anyone travelling to North America would be stupid not to have travel insurance to cover any potential medical emergency given even as a new PR doing a soft landing you would not have any health cover.
