So I will be going to Canada next month on study permit, my brother who is a minor (16 years) and has a Canada visitor visa, can he study in a school there?
can permit be applied from Canada? Or is permit required?

CIC website says:

There is one exception to this requirement: Minor children who are accompanying a family member who has applied and been approved for a work or study permit before entering Canada do not need to provide a letter of acceptance from an educational institution.

Does brother qualify as family member or it can only be parents. Thanks

What I found is only parents qualify...

No - your brother cannot study in Canada. He is not classified as your dependent. He is your parents' dependent.

If your brother wishes to study in Canada, he would need to obtain a study permit and pay international student fees (approximately $15,000 per year).
