Does the passport request letter mean that my visa is approved?

Hello,

I just got a call from my agency that my visa is approved and that I have to submit my passport as early as possible. However the letter infact says :
This is in reference to your application for temporary residence. A decision has been made on
your application. We require your passport to finalize processing your application.


Honestly I may be just overreacting. Does this mean that my visa is approved?

Thank you. The passport is back at my agency with the visa stamped. Will collect by Monday.
