Why do all Filipinos need to join PDOS?

PDOS = Pre-departure Orientation Seminar

I'm a Canadian by birth and my partner is a Filipina and I applied PR for her.... Does she need to join this seminar? Isn't it just another money grab scam by the Filipino government? I think this should only be given to Filipinos that apply for work permits/student visa's and don't have any links to the Country they're applying in.

400 pesos just to hear something you could research yourself online.... Oh, you need to waste your time traveling there and pay for transportation also, imagine you don't live near a PDOS office and you need to travel by plane also. HEADACHES!!

First, LOL. Exactly how I felt when I needed to go to mine. The Philippine government says it is to protect would be immigrants from spousal abuse and such. I’ve been with my spouse for 12 years when I attended and it just did not make sense but you cannot leave the Philippines without it.

Second, since you are Canadian, your spouse will need to go to GCP not PDOS. That’s what I attended.

Your spouse gets a lousy sticker stamped in the passport. I believe I got a small certificate too but I lost it.

Incorrect. GCP. He is a Canadian citizen therefore a foreigner. My spouse was a Canadian citizen when she sponsored me. I personally attended GCP.

A. What is CFO Guidance and Counseling Program
For the past three decades, the Commission on Filipinos Overseas (CFO) has implemented the Guidance and Counseling Program (GCP) for fiancé(e)s, spouses and other partners of foreign nationals or of former Filipino citizens. Republic Act 10906 (“Anti-Mail Order Spouse Act of 2016) and Republic Act 10364 (“An Act Expanding the Anti-Trafficking in Person Act of 2012”) require the conduct of mandatory pre-departure counseling services for Filipinos in intermarriages.


The PDOS is for emigrants aged 20-59 years old who are petitioned by their parents, siblings, or immediate relatives, including independent applicants. The Peer Counseling Program is for emigrants aged 13-19 years old.

My wife also thought it was PDOS, because she had friend in Canada who needed it, but the sponsor was a Canadian permanent resident in their case, NOT a Canadian citizen. Since StephanH is Canadian citizen, GCP is the correct one here.

Also, good luck. Had to fill the form 9 to 10 times. It's fresh wound for me so brace for sarcasm.

Not sure what it was, but started to get paranoid after 5 to 6 tries and suspect everything of causing the form to fail.

It seems like the form does not work on chrome or a non windows computer.

They suggest internet explorer only, which is great considering microsoft is phasing out internet explorer and edge will become a microsoft branded chrome clone (same code base). Which means it won't work anymore with edge either... (Great forward thinking there!)

The form ask for you middlename. Even if you don't have one, you will be force to give one. I tried enter "not/applicable" or "n/a" but after 10 times filling the form with errors I got paranoid and stop using any special character. So now my middlename is something like "none"

Then still failing, I figured, maybe I can't use my address in the philippines as the foreign sponsor. So i entered my parents address in canada.
Again, fun thing. They won't let you enter letter in the zip/postal code. Which is great for Canadian postal code!

Also when entering address in manila, you can't just type in what you want. You need to select the province first. They split NCR into 4 zones. So you got to open each one to figure out where your city is.
There is like 2 to 4 city per zone. It seems like they got there and thought, what could we do to make the form even more tedious?
Obviously instead of using the standard select field they did something custom, which prompt the browser auto complete OVER the choices. So unless your browser don't have auto complete suggestion, selecting your city without being able to see what you click on is again really nice!


They are crazy over reaching. Asking for all kind of thing like your religion and education level, your mom maiden name, pictures of you and your wife together.

With the quality of the form and the amount of info they ask it looks like a bad phishing attempt.

Seriously the form looks like it was coded by a 15 years old learning how to code with the foresight of an intern.
I guess, when in doubt of what information to ask for, why not ask for everything right?

Took me almost an hour just to get the bar code. You need to arrive early to fill a form. So a full day even if it claims to be only 3 hours.

They ask question and proof of relationship, and people that had trouble answering basic stuff like birthday of spouse were told to leave.

Yeah, I found that weird, why do they ask what is my mother's name? What is up with that? Why not my Father's name also? Very discriminatory if you ask me. What are they going to do with that information anyways. What is more scary they could deny the Filipino the certificate... What happens then? They can't even go out without this. The only other way would be to fly out to Malaysia, Thailand and then to Canada.

Did you also go to the seminar The. Poutine? Did they let you inside during the interview?

Kids don't need to do the seminar, but they need a stamp too apparently.
We need to return with the COPR when we get it.


Flying through another country to go to Canada does work.
We know people who did it for work permit in Malaysia. POEA force OFWs to pay one month of their salary before leaving. Not sure about the detail. People fly to Singapore as "tourist" and cross the border by bus.

But it's not worth it for GCP. 10$ ans another day wasted, but that's it! After it you're done!

This is exactly what they told us. But it does not make sense to do it when the sponsor is a former Filipino and the proof of relationship brought is exponential. I did not have my COPR yet when I went to my GCP and when I went back to get my certificate, the person issuing one questioned me about my relationship again. My spouse was so mad she contacted the managers. The intent is good with this program but common sense is not applied.

My Partner (PA) did her GCP on the 25th of July, she got her certificate;) Now we're just waiting for good news from CIC, file is not transferred to Manila VO yet, I hope it will happen in the upcoming week. If it does then we are on the same timeline, and PPR in the middle of August if no interview is required;( We just need to have some patience and wait, it's case to case basis.

Hello, do they still require a PDOS when spouse is on a open permit in New Zealand but gonna go back to the Philippines for a bit before going to Canada as an immigrant??
