I am not an expert, but maybe posting a snippet of your notes can get you some help from the members here.

I do have a question though, did you get your notes after 30 days? How did you apply for them?

Hi, I'm a DEC 19 AOR Inland Applicant

Today I received my GCMS notes and unfortunately my eligibility says not met;

under note 2 it says; no duties provided for employment/no letter of support for foreign work experience **NOT MET

note 3: everything is fine with my other documents, and the last part says - DOCUMENTS SET FOR REVIEW -

I honestly freaked out when I've read that, after I calmed down I immediately gathered all my employment documents when I was still in my country of origin, certification letter from the company I worked for, including my salary, benefits, start date and end date (2 1/2 years of work experience), probationary employment agreement, another employment agreement when I was regularized, my payslips and even my tax form from my country and raised a webform providing these documents.

My application status is still open according to my GCMS notes; but having read that my eligibility not met - for refusal seriously freaked me out.

does anyone have any experience like this? and do you think there's a chance they will review the new documents I've provided and hopefully pass my eligibility? Thank you.

I applied through ATIP website under privacy act. I'm an inland applicant

I immediately gathered all my employment documents when I was still in my country of origin, certification letter from the company I worked for, including my salary, benefits, start date and end date (2 1/2 years of work experience), probationary employment agreement, another employment agreement when I was regularized, my payslips and even my tax form from my country
None of those things you sent in a CSE are what they require. It specifically says "no duties provided for employment". Your work reference letter must include the duties that are under your primary NOC. This is non-negotiable. If you didn't provide this letter, get one ASAP and provide it with a CSE or you are about to have your application refused.

CoPR, your passport (with visa if applicable), and up-to-date proof of funds.

Goods accompanying and goods to follow lists if applicable (items and CAD amounts of value).
Everything is filled out on a touchscreen self service console nowadays. I recently landed and did not have any list. just answered a couple of questions on the screen, console takes your photographs and fingerprints, prints out your response with your photo on it and you are good to approach the border guys. The Canadian government is trying to make most things as paperless as possible.
If you don't get your lists signed/stamped by customs, you'll have to pay duties on anything you import. You're allowed to import your list duty-free as an immigrant.

so the only thing that I can think of is that I was not able to provide my certificate of employment/work experience documents from my home country.

I submitted every document for my current job in Canada (offer of employment, pay stubs, duties and responsibilities under my NOC, certificate of employment/employment agreement) when I applied for my PR.

so I raised a CSE and attached all those employment information from back home

It says you don't have 1 year work experience (at the time of ITA/AOR) in Canada.

And you must send your job duties in a letter signed by a representative of your employer for your work in your home country if you want credit for it. Otherwise you get no credit and your application will be rejected. Why would you not send a work letter with your job duties for your foreign work experience??

but isn't it for CEC? i applied for FSW so i don't know why they state it on the note about the CEC. I came to Canada as a Student so I was under coop permit, and that does not count for work experience as far as I know. But I have open work permit now as I have applied for one right after I applied for PR

Yes, that's exactly what I provided when I raised a CSE today as I always have them with me as I used those documents when I applied for student visa, it has every information and was certified true copy and even notarized and even have a company letter head from certification of employment/paystubs/benefits, for some reason when I applied for my PR it never crossed my mind to include past employment history as I was focused on the current job offer/employment in Canada.

And if you didn't have that document you can provide the supporting documents listed above but you need to provide proof that you tried obtaining the letter from your employer and they refused to give a job responsibilities letter.

Your posts are conflicting. If you applied under FSW why won't you send them docs related to job in your home country but docs related to job in Canada.
tbh that was a mistake on my part, like I said I was so focused into providing every document for my current job in Canada, as when I applied for PR it was engrossed to me how important it was to have a valid full time offer of employment in Canada, it never really occurred to me that I have to also include my employment history from back home, I applied on my own without agency help and tried my best to get information on what I needed to submit for my PR application through online, and yea still missed this part.

I genuinely hope that submitting these documents on CSE would somehow save my case. I will try to call IRCC tomorrow and see what they have to say.

I think the notes focused more on my foreign work experience, as I wasn't able to provide any document when I applied for PR, but now that I saw it on my GCMS notes I raised a CSE submitting my documents in regards to my foreign work experience. The job responsibilities were included on the certification of employment which is duly signed by our Medical director and admin personnel certified true copy and notarized, I also attached paystubs, even tax form from my country and employment agreement and benefits.

Okay makes sense. Then ignore my previous message. I will delete it. If you provided job responsibilities then you are okay and hopefully IRCC will consider your updated documents.

Called IRCC yesterday and got an extremely rude agent. He was curt and said your application is at the same stage. The last agent had informed us that our background check has started but this guy said it hasn't. He said your eligibility is still under review. He then went on to tell me that Express Entry applications are now taking 11 months to be finalized and I shouldn't call the call centre unless I receive an intimation on my email account. I'm surprised these agents can get away with saying whatever the hell they want. Will call again in a few days but this is turning out to be a super annoying process.
