Medical Surveillance

I am an Indian citizen working in US on a work visa. Me and my family got CoPR last October and our one time Visa is valid until the June of this year. My wife, who is the primary applicant for the Canadian PR, has a medical surveillance code of S2.02, requiring her to report within 30 days of landing to a provincial health authority.

Since we are planning to permanently relocate to Canada only in 2019, we decided to do a PR landing and return to US (where we currently reside). During landing process, the CBSA official gave us a list of panel physicians who we can contact and get the checkup done. We contacted one of those doctors, did the health checkup, did an XRay as suggested and was told the results will be sent to immigration. He also gave a phone number of Public health and asked us to inform them that we have completed the checkup.

Once this was done, we returned to US. We called Public Health after returning. However, they are giving a totally different picture. As per them, we should first contact them, they will send us a questionnaire on our Canadian address and a physician that we should contact. The questionnaire should be completed by the physician and then sent to Public Health, after which they will report it to immigration authorities. And all of this process can be done only when we move and settle in Canada.

Since I have already left and gone back to US, and also since I do not have an intent to relocate immediately and consequently dont even have a Canadian address, how should I proceed in this situation? Since we have already done the landing, we have only 30 days to comply with this requirement and as mentioned above we have already met a physician and did the checkup. Please advise.

Public Health, having got the records of our landing, had reached out to our Attorneys (through whom we have applied for the PR) asking us to update our Canadian Address. Since we did not have a Canadian Address, we filed a declaration through our Attorneys on why we do not have a Canadian Address with all the proofs of what we did to satisfy the 30 day Medical Surveillance mandate (The visiting card of the physician, the receipt of our payment for the doctor and the XRay that was taken, our Medical Surveillance declaration signed by the CBSA officer and ourselves, where he had noted down our US Address). Public Health sent a response saying there is no action required from our end at this time and we need to report to them when we eventually relocate to Canada.

So right now, we are in the US without PR cards, with the CoPR, with no valid one time Visa (since we already did the landing once), the proofs of our medical visits and the email from Public health stating that no further action is required at this time from our end. So, we are hoping that when we do move next year, this should be sufficient for the CBSA officials to let us in. Of course, since we do not have a valid visa, we either have to drive our own car into Canada, or if we want to take a flight, we may have to apply for a travel document.

Why don't you have PR card by now since it takes only 6 weeks after the landing? Was it because of the lack of Canadian mailing address?

Can anyone exactly tell me what do public health officials do for inactive TB testing ? Do they do an X-ray or skin test ? What is the exact procedure?

Need your advice. Anyone with medical surveillance experience. Need information on
- All the formalities.
- Any acceptance / acknowledgement, need to be done before landing.
- Can I do soft landing of 20 days and then come back to home country for some time.
- Any other advise.

Once you go to the medical office, they will give some paperwork which you need to take and go to a clinic. Then they will do examination and then you may need to go to take Xray.

After few days you should try calling the medical office to confirm they received all your results and if they look fine.

I think 20 days should be fine to do all this work. But you never know since some of the things are subjective here.

I did all medical formalities and left Canada in a day. I recently got a letter saying medicals are not compliant. Not sure what is the exact reason for it. So better to be safe, do all the formalities and call medical office to get their confirmation that things look fine. Then you can leave..

I don't think you can do anything outside of Canada.

Yes I got my PR card. I called them outside of Canada multiple times after getting the PR, but each time they just say call us coming to Canada.

No it is not sorted yet. I tried calling the TPH but they are telling that I should come to Canada and then call them.

I am going to call IRCC and see what they have to say on this.
