I've got my visa refusal for the 2nd time.

This is my first refusal letter :

This refers to your application for a student permit to Canada. I have completed my assessment of
your application and I have determined that you do not meet the requirements for a student permit;
therefore, your application is refused.
In accordance with Section A11(1) of the Immigration and Refugee Protection Act (IRPA), any
person wishing to become a temporary resident of Canada must satisfy an officer that he or she is not
inadmissible to Canada and meets the requirements of the Act. This includes the requirement to
establish to the satisfaction of the officer that the applicant will respect their conditions of admission
and will leave Canada by the end of the period authorized for his or her stay.
In reaching a decision, an officer considers several factors; these may include the applicant’s travel
and identity documents, reason for travel to Canada, contacts in Canada, financial means for the trip;
ties to country of residence (including immigration status, employment and family ties) and whether
the applicant would be likely to leave Canada at the end of his/her authorized stay.
Following an examination of your application, I am not satisfied that you meet the requirements of the
Act and the Regulations for the reasons explained below. I am therefore refusing your application.

• Based on your language abilities, travel history, personal establishment and ties to home country
I am not satisfied that you would depart Canada at the end of the authorized stay.

This application is closed. Please note that any new information you wish to provide must be
submitted with a new application and processing fee. Should you wish to reapply, I would suggest that
you do so only if your situation has changed substantively or you have significant new information to
submit.

PLEASE NOTE: There will be no other communication to convey
you the decision on this application, this is to be treated as the
official intimation regarding our decision on your application.

This is my 2nd refusal letter:

Dear AKSHIT GULERIA,
Thank you for your interest in studying in Canada. After careful review of your study permit
application and supporting documentation, I have determined that your application does not meet
the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and
Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• You have not submitted written documentation from the educational institution where you
intend to study that states that you have been accepted to study there.
You are welcome to reapply if you feel that you can respond to these concerns and can
demonstrate that your situation meets the requirements. All new applications must be
accompanied by a new processing fee.
Sincerely,

Where is your immigration lawyer? Are they canadian lawyer or local ones in your country. It is illegal for any immigration practitioner to give guarantee. Moreover, they are saying they will charge you only after you get your visa. Really??? Save your money. Order a gcms report first, caipsgcms.com. Check the detailed refusal reason written in the report as this is printed directly from the GCMS software used by CIC and it has the internal notes written by the officer. You can defend the refusal reasons yourself in a letter of explanation. Do you have any 5.5 in your IELTS??

From the second refusal letter it's obvious that the agency you used omitted your acceptance letter.
If you reapply, you will have to pay another application fee.

can you please provide your ICCRC# or a link to your profile with the bar council? It is illegal to order notes for anything above $5 unless you have a license from the iccrc or the bar council. Just being a PR does not mean you can order notes for a profit. read the law or contact the ICCRC if you are not aware of this rule. Talking from a frnd's experience who is in problem now.

If you are caught for doing such illegal business then you will need a lawyer to remain in Canada.

Lawyers are competent because they have degrees and proper license so dont spread false info.

I appreciate your knowledge, but GCMS notes are ordered under Access to information and anyone can order GCMS notes for someone with the consent.
ICCRC members and lawyers are can provide legal consultation for immigration purpose.

To read more in detail about ATIP please read this https://laws-lois.justice.gc.ca/eng/acts/A-1/index.html.

thats what my friend read and thought. You should email the ICCRC and tell them what you are doing and see for yourself what they reply. You dont have to believe me. dont ruin your career and status in Canada for few dollars. just email them that you have setup a business and are ordering GCMS notes for so and so dollars to make profit and you are neither a lawyer nor a ICCRC consultant. Sending that email will not cost you anything but if you are caught then you cant imagine what could go wrong. if you are not interested, then just ignore my message here and think some random crazy guy was talking something crap :)
