Anyone seen the email like this from embassy?

Hi,

I submitted my application(work visa) last Oct, so I have been waited 9 months until now.
Today I receive the email from local embassy as below:

Dear Sir/Madam,



Please be advised that your application is currently undergoing standard background checks and the processing time will be delayed. Unfortunately, we are unable to advise at this time when a final decision might be made.



Please note that all applications are considered on their own merits and there is no guarantee that a visa will be issued. You will be advised if any further documentation or information is required.



If you choose to withdraw your application and the officer reviewing your file approves the request, your original documents will be returned to you.

Documents submitted for the purpose of an application such as notarized copies of originals and invitation letters will not be returned.

If you applied through the Visa Application Centre (VAC), please submit your written withdrawal request at the VAC. Your passport and your documents will be returned to you through the VAC.



If you applied online, please submit your written withdrawal request instructing this office to withdraw your application to beijing-immigration@international.gc.ca.



This office will contact you if further steps are necessary.

Dose it mean they tend to refuse my application or they just want me to withdraw the application myself?
