Residency Requirement for Dependent Children on Citizenship Application

Are dependent children held to the same residency requirement as their parents for citizenship application approval?

For example, an adopted child that became a permanent resident say 1 year after his parents? Could parents include him on citizenship application even if he hadn't been there for a full 3 years yet but the parents had?
