Hello,
My wife's PR Visa was recently approved from Nigeria and she will be relocating to Canada soon. Are new PR residents allowed more than two 23kg bags when coming for the first time?

I have heard that they are allowed to cargo some of their belongings to Canada and they are to provide the list of the items to the CBSA Officer at the point of entry for the first time. Anyone heard of this?

The CBSA will allow any amount as long as you declare it in the lists of goods on hand and to follow.

The airline will also allow any amount you like...as long as you pay for cargo or overweight baggage charges.
If you intend to take cargo, then you have to pay for that cargo.

You’re conflating two separate rules. The two 23 kg bag allowance is usually for an airline’s economy class baggage allowance for international travel.

Maybe your local airline has some promo allowing free extra baggage for immigrants, and that’s what you’re referring to, but you’ll have to discuss that with your airline.

Baggage allowances are set by the airline. Once you decide on an airline or book your flight, you have to check with them directly.
Different airlines may have different allowances, but there are IATA standards.

Search this forum for the list of goods on hand and list of goods to follow. It has been discussed here many times. You can also use Google and find the information on the CBSA website.
I just have to share that from experience, CBSA accepted plain lists printed from Excel sheets, so they will accept any itemized list even if you don't use the prescribed forms.
