Applying open work permit for spouse within Canada

Hello,
I am in Toronto on Work Permit and want to sponsor my wife for open work permit. She is already in Canada. We tried to get the open work permit at the port of entry; but, since India doesn't come under visa exempt countries, the officer indicated that my wife cannot get it at the port of entry but can apply inside. She said that the case is a straight forward one and should get the open work permit easily.

Since she is elgibile for online application, we tried creating an application, the process indicate that we have to change existing status from visitor to open work permit for which we have to retrieve the existing visa application.
We tried with passport details, UCI number , app number ,etc.. for some reason the existing application is not retrievable.

Did anyone had similar issues, any inputs would be helpful.

You can apply for her SWOP through flagpoling.
Do you have all the documents?

I just verified about the Flagpoling program. Looks like this will work for a PR holder or some one who has a job offer?

Can my spouse apply for Flagpoling program while she is landed on a visitor visa. I am on a Work permit i.e. Temporary visa, however I am here for next 18 months.

More over she does not have a US visa, may be they will send her back and she needs to try her luck getting at Niagara through CBSA preferebly in evening right.

Flagpoling is open to all who have valid status in canada (study permit, work permit, visitor record). US visa is not required for it.
Your wife can only apply for her OWP if you have a NOC O/A/B job and have 3 pay Stubbs.

Here is how it works:
You cross the border from one of the bridges (rainbow bride, peace bridge etc). The officer at the US side will ask your purpose for visit. You have to let them know you want to flagpole and then they will give you the paper and send you back to the Canadian side. Technically you never enter the US as they make you do a u turn right from the border. Then you just present the documents to the Canadian officer.

I am presently in Canada for almost 2 months now on a visitor visa and my wife is a PR. I am planning of flagpoling by end of the month.
I am doing the flagpoling with my wife and will put in for open work permit at the border. Can someone on a visit visa who is married to a PR apply for work permit at the border by flagpoling.
