Need Help to ReApply

I am a Pakistani (Home Country) national living in Turkey from the last 4 years I own a property and my naturalization is due in December this year, I had applied for a TRV (from a third country) to visit Manitoba, Canada for an exploratory visit as I am a potential applicant of the Manitoba PNP program, the manitoba immigration suggested me to make a 10 day visit to Manitoba to make a business plan and get my 15 points.

My visa was refused on the basis of my Immigration Status in the country of residence and my Purpose of visit, the officer wasn't convinced that I would leave the country after my stay, provided I have shown them strong ties to Turkey that include property papers, business documents, and taxes etc also a strong bank statement along with other assets, most importantly I have my 4 children in Turkey, the youngest one being 9 years old, and the biggest reason for my return apart from my children would be my naturalization by the end of this year.

The residence cards are to be renewed every year hence "Short Term (Kisa Donem)" is written on the back I am assuming the VO couldn't assess my application on that card.

Could anyone advise me any way to approve my application, should I attach the old documents and add an explanation letter or is there any other way to convince the VO that I will be getting back to my children and my home after the end of my stay in Canada, any help regarding this would be highly appreciated.

1. Wanting to visit with the intention to immigrate contradicts the purpose of a TRV/visit visa. This refusal is pretty common and we've seen it often.

2. What immigration path did you take to immigrate to Turkey?

3. Applicants are usually advised to apply from the country where they can demonstrate the strongest ties/reasons to return to that country. Which third country did you apply for a TRV and why?

Dear, thank you for your reply,

1. Immigration Manitoba's suggests to make an exploratory visit to gain information about the lifestyle and businesses in Manitoba and this visit will also help me to submit a business plan based on facts and figures. This is purely my sole intention to make a 10 day visit with my spouse because it's a major decision to move to another country.
At the time of application I chose Tourism as my purpose of visit since the "Visit (Other)" required me to submit an invitation letter and all I had was bookings of Business Seminars offered by Immigration Manitoba and other local operators.

2. The path to move to Turkey was based on property purchase, I bought an apartment in 2015 and migrated with my family from UAE to Istanbul, I transferred all my assets through legit banking channels and established a business. 3 of my children have been studying here ever since we moved here; the minor child aged 9 is in 3rd Grade, during the application I established an import/export business for my eldest son. I am a registered tax payer here and I submitted all my tax papers including my personal insurance which will eventually become a pension for rest of my life after 8 years.

3. I have applied from Turkey since I have been away from my home country for about 17 years. My Pakistani ID card (NICOP) is registered with a Turkish address as my permanent address and I submitted that moreover all of my family still resides in Pakistan, I have inherited property which I will have to show as my Net Worth for the MPNP program.
