Visa refusal twice

I applied for a visitor visa I'm. In business and wanted to visit and attend a seminar to meet more business people and be educated more on how I can do my business worldwide while still in my country ,my visa was refused due to purpose and assets of which I was given a chance to re apply if I wished to rectify as advised, and due I still wish to visit Canada I realised there was a seminar on May for women in business so decided to apply and rectify all that was advised of which I did but, since 14/5/19 I've not heard from the embassy and the date for my seminar bookings is passed
What should I expect ?
And is it hard to go for a business seminar in Canada even while one can afford to pay all bills ?
Please advice what to do next time because I've already lost hope of getting the visa yet Canada has good opportunities to attend seminars and friendly engagement with other investors as I've learned of late that's why I've

3. Did you prove that your business is a financial incentive for you to return to your home country? Profitable business? When was it incorporated? Do you have employees? An office? Well established customers? Audit reports?

4. Do you have a good financial situation? Financial investments?

5. Dependent family members? Property ownership?

6. Which country did you apply from?
