ABOUT TRP or ARC (NEED VETERANS ADVICE)

Hello,
So my father was sendback to his country back in 2010.
Recently we got in touch and he was seeking to come back to canada, so we got ARC done. and just waiting for arc to be approved, havnt heard anything from the gov. it had been around 7~8month..

but mainly his the only one whos not in canada, his mother father brother son (which is me) are all citizen and PR in canada.

and we decide to meet in states. since we cant come in to canada yet.

is there anyway of having him come to canada for alteast like 2 weeks~ month so he can see his parents?
Flight , train , border any transportation dosnt matter ,

p.s i heard something about applying for TRP (Temp resident permit) at the border.

Was he denied entry or deported?

Deported.
Reason was he didnt had the requirement at the time,
and was told he cant come back to canada for 5years at the time.

Good Day

I hold open work permit and employment in Canada. I also applied TRV inside Canada but i traveled back to Pakistan due to my father's health while my application for trv inside Canada was under process. My TRV application is still under process but i left Canada and i am in Pakistan now.

Please guide me. do i need to wait for my current application which is under process or i need to apply for New TRV in Pakistan?
