This isn't specifically called out for parents. However if you apply to sponsor your parents without meeting RO, your parents' application will be refused and you can expect IRCC will move to revoke your PR status. As far as I know, people are JUST getting invitation to sponsor parents TODAY! Since it's been more than a few days since Feb 2019, your friend must have MET his RO by now. So he's fine to sponsor. He needs to live in Canada to sponsor his parents. Yes he living in Canada since one nd a half year and near to complete ro.yesterday he talk a lawyer and he advised him that u can sponsor ur parents but u have to remain in Canada during whole processAs far as I know, people are JUST getting invitation to sponsor parents TODAY!
