Approved PR but now possible diagnosis with cancer

hi all, I need some help with information on the Quebec health insurance coverage.

I have a family member who was approved to become permanent resident and was scheduled to come to Canada in July. this person is currently undergoing tests to figure out if they have cancer. the medical exams that were done few months ago for immigration purposes did not show anything and the approval was give.

so now that there is a possibility of cancer diagnosis, can this person still come to Canada (Quebec) and apply for the Quebec health insurance (usually eligible after 3 months) and receive treatment here?

They are supposed to update any changes in their health before landing and should have advised the panel physician about their symptoms and ongoing tests. If they actually have cancer their treatment would be delayed many months. 3 months to get coverage and then at least a month or more to get into the medical system and see the proper physicians.
