I did some research on the CIC/IRCC website, and it looks like we might be using the wrong terminology for CIC offices inside Canada. Without reading the whole thing below, basically offices inside Canada are probably not called Visa Offices, which is why the agent said you did not have a "Visa Office" assigned yet. Your application is being processed at the Case Processing Centre (CPC) in Sydney, Nova Scotia. This is normal and not something to worry about. Since you are an Outland applicant, when CPC Sydney approves your application, they will probably assign a Visa Office in your country to give you your visa (I am not too familiar with how Outland works, but that would be my guess).

Here are the details of what I found out, regarding terminology and which offices do what:

For offices that process applications/issue visas outside Canada: the term is "Visa Office". Visa Offices are located in the Canadian embassies, high commissions and consulates in foreign countries. You can find a list of Visa Offices here: https://www.canada.ca/en/immigration-refugees-citizenship/corporate/contact-ircc/offices/international-visa-offices.html

For offices that process applications inside Canada: the terms are:
  • "Case Processing Centre" (CPC): CPCs are located in various Canadian cities and are the main CIC/IRCC offices where PR applications are processed.
  • "Centralized Intake Office" (CIO), which is where all PR applications pass through first. You can find a list of CPCs and the CIO here: https://www.canada.ca/en/immigration-refugees-citizenship/corporate/contact-ircc/offices.html
  • Other CIC (IRCC) offices: There are lots of other IRCC offices which support processing of PR applications and/or conduct interviews etc. These other offices are: Calgary, Vancouver, Surrey, Winnipeg, Fredericton, St. John's, Halifax, Hamilton, Yellowknife, Kitchener, London, Niagara Falls, Toronto (Scarborough), Toronto (Etobicoke), Windsor, Montreal, Saskatoon.   • One or more of these above types may be referred to informally as "Visa Offices", but I don't see any reference to this on the CIC/IRCC website. When I asked a call centre agent what my visa office was, he did not know what I was asking. This makes sense as I am in the CEC stream within Canada, so would not need a Visa Office in my home country. When I asked where my application was being processed, he told me it was Edmonton (i.e. CPC Edmonton).
  • Note: The officer who gives final approval to your application seems to have the title "Visa Officer" , regardless of whether you are applying inside or outside of Canada.
Below is a list of what types of permanent residence applications each CPC (inside Canada) processes normally. Sometimes applications are "redistributed" when one office is overwhelmed, to try to cut down waiting times. Non-CPC IRCC offices may also assist with your application. Therefore you may have your application processed by a CPC that does not normally process your type of application, or a non-CPC IRCC office.

CPC Edmonton: PR applications for protected persons and convention refugees in Canada, live-in caregivers, Caring for Children and Caring for People with High Medical Needs pathways, PR under the temporary resident permit holder class

CPC Mississauga: Sponsorship for family members living in Canada and abroad

CPC Sydney: PR Cards and Citizenship (not PR applications)
CIO Sydney: Receives all PR applications first, then processes them locally or sends them to a CPC.

CPC Ottawa: PR applications from within Canada and the US, after the application is deemed complete by CPC in Sydney or Mississauga.
Thank you for the important information. Do you have any idea when CPC transfer the file to local Visa office. My file was initially at Etobicoke and in March they have transferred to Vancouver local Visa office. I am inland application.

IRCC always checks all the submissions that have been made around 1 month after we have submitted: https://www.canadavisa.com/canada-immigration-discussion-board/threads/r10-check-and-eligibility.497152/page-2

Schedule A/IMM5669E form is requested by IRCC to re-verify the places you have stayed, your work history, etc
Never received any such request for R10 or schedule A. I called CIC today to confirm the status and they said my file is processed overseas from New Delhi location and they should be able to provide status details. Did anyone receive such response from the agent or any suggestions the best way to contact New Delhi office?.

It's my understanding that my application is currently under background check step and it would take around 225-230 days from the date of my AOR to receive PPR.:rolleyes:

I'm not sure if/when they transfer the file to a local office. Maybe never for some applicants? Perhaps some other forum members can share their experience with this. For me, my application is still at Edmonton CPC as far as I know, even though it has already passed all the stages and is now just waiting for final decision. I will let you know if I find out more.

For your application, did they ever refer to Etobicoke or Vancouver as a "Visa Office"? Would be useful to know if CIC actually call it that or not so we can use the right terminology when interacting with CIC agents or officers.

My AOR is Oct 4 , I just received my GCMC notes today,,I think I have bed news for myself,

As my eligibility showing “review required”
Can someone explain me what does that means? also what else I can check in GCMC note I want to know what is required? How can I check in GCMC note?

My security not started
Background complete

I hope someone can help me

This is getting ridiculous now lol

I'm sure 1 month from now when I call them, they will say the exact same thing, no checks started but your application still looks good and you will be contacted immediately should further information be required :D:D:D:D:D:D
Thats why i am not calling them, not started sucks

Yes thats normal, of ur file outside canada they never provide any info

No there is nothing written? Do you mean at the end where they mentioned some Note section? I have 96 pages GCMC note ... try to find what is the problem,, I think they did not touch my file from last year

Finally.... it the time when I am writing this which I wanted to write since I submitted my application.

I have got the PPR request (Read GOLDEN Email).!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

ADR - 20 Nov (Submitted on 22 Nov)
ADR status to NA - 1st April - Got to know my application was approved on the same day.
PPR - 16th April
VO - Edmonton

Received PPR request not Landing Interview mail. All the best to you guys hope everyone get it soon.
Congratulations. Are you living in Edmonton? I thought Inland applicants (PNP and CEC) always receive Landing Interviews and not PPR's. May be my understanding is wrong and it is case-by-case basis.

Hi guys!

Finally got my ppr email today.

CEC inland, aor Oct 21/18, ip2 Dec 05/18. Last updated on Mar 05/19, according to the agent security was passed that day.

PPR Apr 16/19. No ghost update before ppr.

Hope everyone gets theirs soon!

Right towards the end, a case analyst will have put notes giving a detailed summary of what he thinks about your file. Look for "documents sets for Review".

Thanks ashlun! Not sure about others, at least mine is not an interview request. As far as I know, my friends that got PR last year through CEC inland all ended up with just ppr not interviews. Maybe things changed a lot this year?
