Conditional admit and visa application

Hello,
I got a conditional offer of admission on 1st April 2019 for MEng Electrical and Computer Engineering from Carleton University with the following condition :

Admission is conditional upon receipt of an Academic Credential evaluation (WES ICAP Course-by-Course) from World Education Services (WES Canada) available at https://www.wes.org/ca/: BEng degree from Savitribai Phule Pune University.

I am studying in my final (8th) semester of bachelor studies and I am expected to complete the degree by July. I will get my final transcripts by mid-July after which I will be able to complete the WES evaluation and send the report to the graduate office.
As I am an international student from India, I'll have to apply for the student visa and study permit for which it is recommended to complete the conditions before applying which in my case will be too late.
Can I apply for the study permit with the conditional admission letter with the condition mentioned above? Can it reduce my chances of getting my visa approved?
For now, I can get my transcripts till 7th semester from my current university and complete the WES evaluation. Is there any provision that I complete the WES evaluation for 7 semesters and present my degree certificate and final transcript during my time in Canada? Can I get an unconditional offer after WES evaluation for 7 semesters?
I would appreciate any help in my case.

You're unlikely to get a study permit with a conditional acceptance.

As to your question about getting an unconditional offer if you send them transcripts for 7 semesters- that's a question for Carleton to answer. Email them and ask?

I've emailed them about this and waiting. Let's hope they're okay with upto 7th semester for now. If it's okay to give it upto 7th semester, it's not late. But if I have to give the final transcript, I'll get it late by end of July and I have to send it to WES as well which will take around 15 days minimum so it will will be late for the application for Visa.

Wes ICAP usually requires provisonal degree and marksheet of all the semesters otherwise they'll update your status to missing documents and Wes usually takes 1 month plus for completion so ask your university accordingly. hope that it helps.

Thanks for your help. I've mailed them the issue and I hope they give a way out. Did anyone have the same issue or know someone who had this issue and solved it?

Hi, I received a conditional offer from Carleton University for the MBA program and one of the conditions is to provide a WES evaluation of my bachelor's. I just wanted to know whether they could rescind the the conditional offer because after the evaluation my GPA is a tad below the admission requirements?

Yes, because your GPA doesn't meet admission requirements.

It's up to the university to decide whether your GMAT will outweigh the lower GPA. You never know. Good luck.
