My niece is 31 and is HIV+. However she is currently on Mylan (1 pill a day).

Her father and aunt are currently Canadian citizens. She also had a younger sister that was born there.

She is thinking of applying to either work or attend school then apply for permanent residence then move on to being a citizen.

With her hiv status how likely will she be able to be accepted. She is currently undetectable and have received vaccinations for the cervical cancer and hep b.

Can someone please provide a detail response in regards to how she can be accepted in the country? What is required to be accepted in terms of not being a burden to the country.

There seems to be a difference in terms of what is considered as a medical burden as a student vs PR. Hard to say for a WP but a WP can be difficult to obtain as a foreigner. You need to look up the cost of her therapy in Canada. That will be what matters.
